

If I understand correctly the real race, where time is of the essence, is for the stuff that lies around outside of containers, therefore decaying much faster than otherwise. Tools decay with use, so they will still exists in their original condition when you enter a new region, but food and clothing left out in the open will decay from Day1. It is world decay- so *most* items that decay over time will begin decaying from Day 1, in all regions- whether you have entered them or not.
